No. 10 of the 4th February last, enclosing a Memorandum from Lieutenant Colonel Tebb, which reached me by the mail on the 22nd of last month, and of the further receipt, on the 18th of this month, of the suggested alterations to the Prisons of Victoria, also by that Officer:
